Negative stats on crafted weapons and armour
I keep wondering this, so I'm asking:
On crafting diagrams for weapons and armour, there are often a lot of red, negative modifiers shown under the item's statistics. For instance, a sword might have:
+0% Igni Sign Intensiity -20%
First question: Why?
Second question: Can it be improved?
I'm guessing the answers are 'Because' and 'No', which rather annoys me. I at first thought that perhaps I needed to take the item to a better smith, which would make sense to me, but that makes no difference. They can either make it or not, that's all.

It really bugs me because I would love the igni boost. For ages I've been sticking with gauntlets that are only 23 armour because they have a 20% igni boost, when I have much higher armour levels available.

The above example is from the Wolven Gauntlets at the master armourer in Crow's Perch.
