New Game + [First BAW Quest Missing]

So I've recently decided to have yet another run through (I've used New Game Plus before). When I chose a save file I just randomly picked one that worked.

If I remember correctly when you get to Velen the Hearts Of Stone expansion and B&W expansion become available as quests. Hearts of stone has appeared yet blood and wine has not.

I'm thinking maybe it's because when I started a new game it was possibly a save from blood and wine? What are your thoughts? (Unless you have to wait for the blood and wine quest and I've forgotten that bit haha)

If I remember correctly, you have to

save Dandelion

before you get the first BAW quest.
