New Ownership?

So I stumbled back into one of my OLD quest locations and realized I had been there before but last time I was there I killed everyone. I went to the receptionist and saw I had dialogue asking about if she was new and about the new ownership of the location.

Is this in preparation for another new quest there or do a lot of locations do this so the world is not completely dead toward the end of the game?

If the latter, this is the kind of game play I was expecting from CDPR.

Was it a ripperdoc?
I only visited 1 ripperdoc outside of Vik but I can't remember who.
Later I went to a ripper to see what they had and was met by some chick with a conversation about how she's new there, what happened to the other guy, etc.
I know I didn't kill anyone at the ripper and I'm not sure if I had visited that place before. I just chalked it up to "Must have been the same ripper I was at previously and he left the biz or something"

I think it's scripted that way. I can't recall any other vendor that's changed hands that way, but I'll be honest, I really stopped looking when I realized that the inventories are largely static and it was a waste of time to keep running around checking them all.
