A lot of previous screenshots were on Skellige. May be it is not Novigrad, but as far as I know, no other city was confirmed. But whatever city it is, it looks great.

IIRC, the devs used a name that sounded close to Gors Velen and we sort of assumed that's what they meant. It's not unlikely to see it though, considering the general area the game's supposed to take place in.

The interview I'm talking about was a German Gamescom interview with Mikolaj Szwed.
In it, he mentioned "Velen" as a location.
Gors Velen comes to mind and it could be that the No Mans Land we saw could be located near Gors Velen,
with the city being the "quest hub" for that area.
Also, Gors Velen is located in Temeria, between Novigrad, Oxenfurt and the Brokilon, so it would make sense to connect these areas in the game.
