I'll agree bounty is weak against veil, but after playing the vast majority bounty last season (haven't played much this season), it is not that weak. I've had to worry more about my opponent purifying my bounty than I have had to do any purifying myself. I only run kurt, and that is just to purify a defender. That being said, the only card I'm excited about from SY right now to add to my bounty deck is purge.
The SY cards from PoP arent being used for a simple reason - most of them cant compete with the cards SY got on the leader update in March (Cleaver and Whoreson Jr), and their gang Drill, Freakshow, Bloody Good Friends, Professor), that are quite easy to use, wipe the board and are dominant for 7 months now.
These new PoP cards are really good, but they're overkill on bounties, less reliable, harder to pull off and so wont be able to replace the current picks.

Bounty decks I suspect have some of the highest skill caps in the game. When I review my bounty games, nearly 60% of my losses come from my own mistakes. I even win many games when I still make huge mistakes. To me this says bounty is strong, very strong, perhaps even A tier, but a sleeper due to incredible skill ceiling on this deck. It's a good archetype, I enjoy playing this way more than crimes.
I love bounty. Out of 8 matches with my deck I've won 6. Lost to a SK witchers deck, and a very invigorating NG control deck
Insanity is an archetype, the new coins spendy archetype isn't great. Where is Whoreson's Casino, so much potential wasted here.
Bassi can be 9 prov, Gallo 6. The scenario Forgotten can be 12 prov. 90% of the SY cards are overpriced.
