I doubt the first pic is the order's inner cloister. they're just similar to each other.
keep in mind that both designs might have been done by a same artist.

I think it is pretty obvious they are the same place. Even if the artist is the same, the place is identical. The only difference are the Nilfgaardian flags. They have done that on purpose... just take a look. I took some pics to make it even clearer:

about the first pic, I really don't know. on one hand that place looks the same, on the other hand vizima isn't going to be availabe in TW3.
