Tbh it's one of the main proof that the game is unfinished. In the witcher 3 we have water effects for the different signs even.
For a company that is know for it's eye for details, not having any water physics is just bad and has to be because of lack fo time. V even ducks on a motorcycle if you drive under and obsticle.

For a next gen game this is shocking, there's many other much older games out there that have the basic things that this game does not.
