NMM or Witcher 3 MM?

Some mods are telling me to use NMM to install and some are saying to use W3MM.

1. Which is better to use to install multiple mods?
2. I installed HD reworked, I found the 'modHDReworkedProject' folder inside my mods directory. But ingame there is no 'Halks Ultra HD' option in the 'Graphics settings'. How do I get that and enable this mod?


 
Witcher 3 MM is better for Witcher 3 than NMM, but best overall is to do everything manually for better control and finetuning. W3 modding is more complex than TES unfortunately.
 
For question 2, it's most likely a missing .xml edit:

Check the mod folder for gameplay.xml (under \bin\config\r4game\user_config_matrix\pc) and copy it to [path to Witcher 3]\bin\config\r4game\user_config_matrix\pc overwriting if prompted.
Do make a backup of the original gameplay.xml (found in [path to Witcher 3]\bin\config\r4game\user_config_matrix\pc) first, though!

If not prompted to overwrite, then the issue is somewhere else.
 
Neither.
I recommend you to install the mods manually. Manual installation method is the best always.
 
1) I'd put it this way: Do not use NMM.
2) You don't really need that config to make the HDRP to work. Muffliato is right above, but that xml might be in the loose-files package, depending on your download method installer/loose files.
