No elevator to weapon shop near Halsey & MLK fast travel point

This is actually one of the few bugs I've encountered, but there is no elevator to take you to the weapon shop at the Halsey & MLK fast travel point. I tried the lower level and the upper level. It looks like when you clip through a building, there's not elevator at all. First pic looking down, second looking up.

Yep, weird
If i remember, it is possible to access it with stairs. But yes, really strange bug
