I have done everything in the quest, but at the end when you need to follow Panam I do not get any dialogue options or any way to advance the quest. I initially went along and continued playing hoping it would be resolved going back later but the issue still exists. Due to this, I don't really have the option to just reload a save since I'd lose all my other progress. Is there anyway to get the dialogue/cutscene to show or any known way to edit the save to advance this quest?
There have been several various issues at different stages with this particular quest and for each of them, practically the only solution was to use the save from before the issue started occurring. Are you on console or PC?
Okay. You can try using Simple Menu mod to progress the quest, or "complete" it, but as I said using the save from before the issue occurred is usually the only way to fix it.
SOLUTION:
The quest marker points at Panam and tells you to "Speak to Panam". This is wrong!!!
You suppose to stand in front of the bar and wait for her to ask what drink you want and then you will get the option to "Lean against the bar" and choose between two answers.
That's it. That's the solution.
Looks like "Talk to Panam" should be "Lean against the bar" and the quest marker should point to the bar and not on Panam
