[NO spoiler] Weird questlevels?

Hey there... i have a problem.
I love the game, i really do but...

Thing is, i finished any quest available in the first part of the map.
So i moved to the second and almost always, when i'm not following the main quest i get quests which are ment for a playerlevel of 20 or higher.
Yet i was lv. 5 when i made it to the second part of the map?

I slain my first lv 14 wayvern with lv 5.... but since then, whenever i pick a quest from a notice board, i always get to fight lv 20-30 creatures...
I also encounter rediculously strong creatures, sometimes even on storyline paths....

So i eighter have to choose to just play the story or simply die over and over to some monster thats 20 lvs ahead of me.
I have 8 or 9 open quests i simply can't finish cause i get blown up with one hit the matter what.

Did i simply miss the villiges that were supposed to give reasonable leveled quests? (Which i rly doubt)
Is my game bugged?
Whats happening? :x

Anyone? ^^

There is a lot of quests around your level, there is plenty of small villages where you can get quests, I suggest looking around some more and leaving those lvl 20 quests for later. You can start up on the story quest and side-track once you find a side-quest around your level!

You should move through following the quest line and basically use it as a magnet, it will keep you on track, you will travel around the map quite a bit hence why there are quests and monsters much higher then you. If you see this happen get back on track, you can take your time moving through the game world, just make sure the quests and monsters are around your level to know your in the right place, if they aren't check your story and go do a bit to get back on track, etc.
