No water tesselation >_>

My system utilizes a nVidia GTX 970 and an Intel I7-4790K on Win7 x64 (yes, Witcher 3 x64 too). I am playing The Witcher 3 on high settings, details and water quality on highest. Nonetheless, in my case water is nothing more but a flat surface with some bump mapping at best. As I am traveling the seaway-heavy Skellige at the moment, I am a bit annoyed to constantly travel over water which animation could have been from almost a decade ago. It doesn't matter what option I choose, the water stays about as flat and plain as Velen.
Any idea where the water tesselation is hiding from me?

Well I'm playing on ps4, but remember a video before release where the sea looked amazing, was disappointed with how it looks now, it's probably the worst looking water ice seen in a fame for a long time, but I'm not too bothered, but pc should have option for better fully tessellated water, shame my pc can't handle it

Yep, (even after patch 1.05) the water is still bugged/looks like shit most of the time, specifically in The Skellige Isles. Hard to believe they haven't fixed this. Also, the whale animation is still fucked up and seems to be very poorly modeled/textured. I really want to like this game, but there are far too many distracting flaws.

Normally, I wouldn't care about the water quality that much. Later on in Velen, when you start to utilize the boat more often, it becomes annoying. But as soon as you have to constantly travel by sea in Skellige, with the heaven's unleashing a hell of a thunderstorm 24/7, it totally breaks immersion. I have a hard time enjoying that, traveling between locations is no fun at the moment. Even our towns pond has heavier swell.

I have wild suspicion that we would have gotten a much better graphical quality had TW3 be released only on PC. The way it is right now is that I believe CDPR has to make sure that every features implemented in the game has to work at least on the optimal level on all platforms. However, the good news is that CDPR will likely provide RedKit support for TW3 in the near future so I'm pretty sure we will see a lot of mods that greatly enhance the graphical settings including water tessellation.

It was pretty much confirmed in an interview - that said, they say they wouldn't have had the budget to make such a vast/expansive game if they had only been targeting the PC.
