Notice Boards not giving quests

Hi, I've been playing The Witcher 3 since launch and I noticed, that everytime a notice board is golden in the world map it contains a contract or quest. Thing is, I started checking the golden boards up north in Velen (this ones were golden since I was given acces to Velen) and none of them gave me a contract or quest, question is, were the golden just to show them to me or they did have a quest/contract?. I entered Velen while being level 2 or 3 and now I am 12 (I started checking the boards in the north because I was clearing bandits, monsters nests, south quests/contracts ect. and that took a lot of time)

A couple of times the boards will light up gold on the map again like there is a quest, but you won't find one. I think this is because some quests can be obtained multiple ways so the board lights up but you've already got the quest it was going to give so nothing happens. Also, sometimes even if there are no quests on a board it will still open up new map markers.
 
Some of the boards are just notices, but I think they may turn to contracts once a person gets to a certain level or when certain activities/events occur in game. I found a board that was all junk notices, like a student board at any old college. Ha!
 
They are also golden when they have areas of interest notices. The ? on the map. Then you'll get an undiscovered location message after reading them. Not necessarily a quest

Is this! Sometimes the notes give you a new point of interest.
 
Ahh, I get tons of "undiscovered location" messages. I didn't realize those messages = "?" on the map. Thanks for the tip.

You're welcome. Yeah I guess if you have that aide turned off it might not be that obvious :)

Second play through I'm going to try Death March without any such aides :D
