Notice Boards Question

Hi! Quick question. Is it normal to visit a new notice board (with the exclamation) and it doesn't offer any new quests or contracts? It seems like just lore and world issues. Great for reading and role playing but I'm on a mission man! Please tell me it's not a bug. Thanks!

Reading some boards just reveals new places of interrest (question marks). Some of them can be treasure hunts so actually every notice board probably offers new quests.

I think they still remain yellow if you haven't looked at them yet, even though there's no quests on them because there's still new location added messages that pop up from the little messages that are on the board.
