Novigrad becomes flooded bug

While I am in Novigrad when I enter or exit a cutscene there seems to be a small chance that the water level rises above the buildings. This is only a visual glitch as I can walk around like normal. It only effects some parts of the city and in random places the water sharply drops back down to normal. When I try to reload a save to fix the bug the game crashes after a few seconds of loading.
OS - Windows 11 64 bit
Graphics card - RTX 2060
Processor - Intel Core i7
RAM - 16 GB

No mods installed?
