Novigrad Closed City (Bandits); Ronvid Part 3

I am new to the world of Witcher and love it. I just got complete version for Switch if it matters. Here is one of my problems... I have continued the walkthrough and almost finished “Redanias Most Wanted”. What I mean by almost is that I went to Phillips’s Hideout and got the crystal. Came out and killed the witch hunters. But chose to take the crystal to Triss at a later time. Then I completed “An elusive thief” and “Deadly delights” Quests.

My problem now is that I went over to finish the quest “Ronvid and Friends” and “Novigrad, Closed City”. And (1) Ronvid is not where he is supposed to be(a little Northwest of Golden Sturgeon) And (2) there is no quest indicator(I) for Novigrad, Closed City and the bandit is not there.

I couldn’t find out which Notice Board has “Novigrad, Closed City” on it so I could make the (I) appear and I’m not sure what to do about Ronvid. I know Ronvid is a small quest but “ Closed City” is fairly involved. Do you have any suggestions? The first picture is where I think everything should be(indicator circle), second is Ronvid and third, that is the butcher shop northwest of the Golden Sturgeon. I’ve been all around the area and no bandit has approached me. I’ve even gone to St Gregory’s bridge and no Lussi either. I’m level 20 now and have been following a 6/27/15 walkthrough by Nocturnia77.(page 8 of 15 for those who know). Is there a quest or something I’m missing.? There are several glitches I’ve noticed while playing I.e. a blacksmith won’t be at his table(south of Novigrad Square) but if I’m walk towards the canal and come back, he appears. Lots of things like that. Anyways, please help with Closed City Quest!
