Novigrad, Closed City bug ?

​Walking around, find a dude asking for help, the witch hunter came and killed him, thought i had screwed up, reloaded, killed the witch hunters, looted their bodies, found a letter with suspect names, got the keys from the woman and from the dead guy, but the guy i helped keeps knocking on the door and asking for help, i can't talk to him, i can't kill him to loot his body for the key, anyone knows how do i solve this bug ?

For me Witch hunters would be just standing around doing nothing. Spitting and cussing all over the place. Reloaded the game still persisted. Moved on.
