So...

Did several search for this and it doesn't seem to have been addressed in any thread. I did mention this in the 1.05 but it got lost in a see of posts on that thread - https://forums.cdprojektred.com/index.php?threads/hotfix-1-05.11056190/page-60#post-12464345

The issue is that on a lot of NPC's thier lips/mouth doesn't move when they are talking, this is basic NPC coding and should have never been an issue imho. Anywhere how and where do I log a proper bug-tracker for this..?

Yep, luckily there is zero point in talking to NPC's.
Really annoying when it happens to story segments tho.
 
I cant see this setting in-game, so if this is something that has the manual done in the config files then no. Also I have Samsung 960 pro nvme, I have no need of slow hdd mode.

This setting is in the options menu, but as far as I now it defaults to disabled. Hence, if you cannot remember activating it you probably are not using it.

The option can be seen here under performance:
