So if your Switch 2 isn't a "japanese locked" version, it should be fine

I am sure my Switch wasn't Japanese Locked.
But still cannot use save file from my PC.
From what I know:
First time launch and registering the game my console region setting was Japan.
Then try to change console region to other than restricted region, reboot the Switch then relaunch the game. Still no good.
Other information:
My game was physical and from Japan Region.
My account was still at Japan region.

I think it's your problem
If you bought the game in Japan, it's very likely concerned by regional restrictions (If you had bought the game from another country, that would not have been the case). It should be the same for a digital game bought on the Japan store.
I suggest to directly contact the support, just to be sure ("contact us" button)
