I'm honestly not even sure what caused this... but it's applied this effect to my entire save... fast travel did not fix it. Reloading did not fix it. Reloading an earlier save to see if would change back did not fix it. Quitting the game and reloading a significantly earlier quicksave fixed the issue.
The issue appeared immediately after the "abrupt" ending to the romance scene with Panam. Everything remained green. Unsure what the chances are of duplicating the issue.
