Of Swords and Dumplings quest

I started the Of Swords and Dumplings quest and it is at the point where I have to meet Hattori (think that was his name) at the docks. I was quite a low level for the quest and so decided to do some other quests before carrying on. Anyway, got back to Novigrad intending on carrying on with the quest. Quest states I should meet Hattori after dusk. Went to the quest location, and have tried pretty much all hours of the day / night and he never shows up. I have run around Novigrad on the off chance he would appear but he is nowhere to be found. I can carry on with the game, but as this guy is a master smith, I reckon I'm going to be screwed if I can't get some weapons from him....

Just installed latest patch and Hattori is at the docks. Awesome..

Hattori won't go in his shop after betting the dwarfs and escaping. Unable to complete quest or craft master weapons!
Kinda a game braker for me!

dont want to spoil it for ya but the sword he makes is 8 levels below the recommended level for this quest...in other words it utter shite.

recommened level for quest : 24

completed at : 19

reward : shitty relic sword i already found in the open L 16 with one socket.

That quest is a HUGE disappointment.

yah thanks but I still won't be able to craft master weapons in the game. Unless there is another master black smith?

There is only 1 mastercraft Blacksmith and Armor smith in the game. Both require around level 25ish to complete and the weapon you get from Hattori is shit but the armor you get is pretty decent for a few levels.

The sword for the quest scales to your level so if complete it at a lower level than recommended it's going to give you a lower level sword for completing this quest.
