May CDPR release official recommendations about deck building and other game aspects in real life Gwent tournaments, where are used Collector’s Edition cards?

It can help to unify regulations for Tournaments all over the world.
 
Gwent in the CE and limited editions was never meant to be used in competitive play - it is a collectors item. There are a number of problems we would have to address to be have a shot at tournament rules - we are focusing at making Gwent stand alone a good competitive game :)

Indeed, I believe Gwent from Witcher 3 is meant to be played with your friends casually, simply for fun. The game is balanced for a single player experience, it could never be a competitive card game.

Obviously that will change with the stand-alone.

Then, the follow up question would be: is there any plan or wish from CD Projekt to release real gwent decks with the new graphics and ruleset in the future? Thanks.

No plans - we are doing our best to make Gwent work in the digital space - even considering physical from the get go gives you constrains we don't want :)
 
They will be patching Gwent for years. Physical cards have no sense before balancing the game.
