On Deaf Ears Bugged

So I'm playing my second play through right? I'm doing the side quests a d gigs before I do the main quests and such. Lvl 33 street cred maxed yada yada.
Anyways I get to the On Deaf Ears cyberpsych mission, knock the dude, read the info, and this is where the game glitches. After doing everything the objectives are fulfilled yet the quest persists without letting me text Regina, no obj or anything.

Well the problem is I walked by the area earlier when I was like lvl 5, I got the call and text then. Now itjust won't let me do anything else for the mission afterwords.

Did you read the shard "Archived Conversation: Maciej Nakonieczny and Cedric Muller”?

What bothers me a bit is that when you haven't found the shard you get the message "find information" and an area's quest marker.
And when you find them you have the message "read shard ...".

What I would do :
-Read absolutely all the shards (regardless of whether they are linked or not).
-Go back to the parking.
-Search everywhere to be sure.

I really hope it's not a bug present on pre 1.2 save who still here even if you update the game afterwards.

Idk I read all of the shards after flexing on the psycho but this all that happened after.
