One time gang events like Assault in Progress, but arn't

Same setup as an Assault in Progress, usually a shop owner being harassed. But no evidence to pick up. And just like an Assault in Progress, once the goons have been dealt with, the area is placed in a sense of peace and is filled with shop owners returned to business and walkers by doing their thing.

These events are not marked on the map, only way to know about them is to go out and look for them while walking around.

Then it's probably one of those hotspot thingies that sometimes appear near you. They don't count towards any achievements or anything, and they respawn after some time.

Sometimes they do respawn, as do bodies of dead victims around them, but the latter don't give any more loot; in fact they're empty containers. This game is full of such weirdness as if there're wasn't even a coherent vision of the in game content and activities. In fact sometimes you can clearly see parallel teams which didn't communicate between themselves worked on different parts of the game and then somebody stitched it together at the last possible time.
