Out levelling the game content prevents me from fully enjoying the game.

I'm sure it has been reported before and CDProject attempted to address this in the previous patch. Still I'm level 19 and I haven't left Novigrad yet.
I playing at the hardest difficulty (I doubt hat affects the exp gain) and it really affects my experience. Don't get me wrong you can still die from lower level mobs, especially in group fights. At this point I wish Witcher 3 had NO levels at all or mobs scaling up to your level instead.

How I see it you could easily keep progression through items and acquiring skill points and just divide monster, human enemies according to difficulty level i.e. bandits damage and HP similar to drowners, vampires much faster, more damage and HP - basically more dangerous and deadly.

This could have been easily fixed by having a Dark Mode similar to the Witcher 2. Where the enemies are a challenge no matter what your level. You could only take 1 or 2 hits from any enemy, the combat got easier through skill, not leveling.

Yeah totally agree. The game is great despite some bugs here and there, but this out levelling issues could be easily avoided if the game designers actually gave it some thought...

Try punching golems, bears and wolfs. It's up to you. Don't use witcher gears. I'm level 16 at death march and i'm still using starting gear. It's fun.

Need a challenge

The level can go upto 70 but since the enemys don't level with you the game gets boring because there is no challenge we need level 70 plus enemys to keep the game fresh and make you want a reasion to keep playing past a very high level cd projekt please fix this

This won't fix the problem. I want to come back to White Orchard and still feel like enemies there are a challenge, not be confined to decreasing number of areas I'm challenged by something difficult.

There is no need for constantly growing health/armour values, and damage output. A rusty sword might hurt less and have bigger problems against a high quality heavy armour, but it should still hurt. With 5+ levels differences between you and mobs it feels like punching puppies not fighting for your life. This is true even on the highest difficulty and that's exactly what happens if you try to enjoy all the game content before you move on with the main plot.

Why should a player experience be punished for wanting to play the game or find the rare witcher gear? Make it better quality, better against armoured targets, but there is no need for the whole level gap trap. I'm rather disappointed with this approach.

I dont know why they did this either. I wish developers would examine the premise of what they are doing.

This is what I resolved to do on PC:

The way I see it, each area has a level range (following the main story):
- White Orchard: 1-4
- Velen: 4-11
- Novigrad: 11-16
- Skellige: 16-21

I downloaded this mod: http://www.nexusmods.com/witcher3/mods/17/? (XP Gain multiplier), and decided to play normally until I reached the next level bracket, then use the mod to turn XP off and complete the area before I moved on, leaving any higher level quests for later.

It's not ideal, but it allowed me to enjoy all of the content in each area at an appropriate level, so it was all still challenging and fun.

Also, I played on Death March without a minimap to amp up the challenge/immersion.

Obviously this results in a low end game level, so I just used the console command to set my level to 31 after completing the main story so I could wear MasterCrafted armour while i went back and did all remaining level 28+ quests.

I don't understand why games tend to give the players vertical progression over horizontal one, i think that every gear that is better then the superior witcher gear should be nerfed to level 30 stats, player will have to learn how to have better skill in order to fight the enemies.
