The blacksmith in Oxenfurt is bugged. Sometimes he doesn't appear. The only way we have found to get him to appear is by reloading the game.

It It is evening he is gone and will come back at the morning. Meditate till 9 o'clock and he will be there.

I can happily say this is something that is working as intended. 5 or 6 AM is when he opens.
