Still doesn't fix frames so dunno why anyone is happy about 1.04

@Marcin Momot what patch is set to actually FIX the terrible frame issues, the NPC issues, pop-ins, and missing NPC's from cities / Novigrad? Blood splatter, and the obvious visual downgrade, however small, it VERY noticeable.
