Most probably yes, it is just a regular patch, not some kind of enhanced edition.

If the physical versions of the GOTY edition already include patch 1.30 on disk, then the patch had to be finished a while ago (consider all the time needed for preparing a physical release, console certifications, shipping it to retailers world-wide, etc.), so it is not that surprising that recently reported bugs could not be fixed. Perhaps there will be another patch until the end of the year that fixes some of the remaining bugs.
I hope newcomers to the forum never make the mistake of reading past this thread's O.P..
On the gog-website the main-patch 1.30 is now released.
BUT I must say for the DLCs: There is still written 1.22.
So:
Either the release is not complete on the server
or the changes of the DLC's are now integrated in the main-patch.
Which option is right?
