For all of you using XeSS: although patch 2.13 came out in September, it still uses XeSS vs. 1.3.0, while Intel has it already updated to version 1.3.1 in July. It contains "Bug Fixes & Stability Improvements", so not sure what it does, but you can check it on your own. Download "libxess.dll" from official Intel GitHub:

Go to the Cyberpunk2077\bin\x64 folder, rename the old libxess.dll in case you would like to go back. Copy the new libxess.dll here. You're done. In case you don't like something about the new version, just delete libxess.dll and rename the old one.
 
When the selection interface is SChinese, TChinese, or Japanese, There is a bug in the price display of vending machines (when it exceeds two digits)

Just to be sure, by "clean reinstalls", you mean this?
Most importantly, manually delete these folders which are not removed by uninstalling the game with the launcher:

Because otherwise, there are great chance the game no longer starts because of remaining mod data in game files. Also keep in mind that loading a save in which mods were ativated on an "unmodded" game could cause issues or crashes too.
Thank you for your response. I gave it another try and did just what the guide said, which is what I actually did each time before. This time however, it worked. I must have misses something earlier maybe. It's running well with mods now too.
 
Missing 2 legendary clothes pieces (not spawning):

Armored Media Ocuset with Camera is not in the RV where all videos say it should be, also​

Ultralight Tear-Resistant Nomad Pants are not on that body North of Las Palapas where they supposedly should be. I intentionally looted neither the box nor the body, hoping they might load later - they haven't. 2 other items (Media cap on the airport tower, and fixer shoes on the Militech massacre north of Red Queen's Race - loaded later, weren't there when i checked the area right after The Heist).

Also, request: since you're not doing NG+ (better, of course, just do NG+), allow to buy on Black Market weapons that are choice-specific and mutually exclusive (Chaos\Doom Doom, Fang\Murphy's Law, Pariah\Bunker Crowbar), and\or depend on death of a certain character (Rosco, Cheetah). Rosco is btw currently almost-definitely obtainable (unless run away) because, since 2.11, police car always hits Dodger's goon, making him hostile even if non-lethal completion was done.
Also, release Twitch drops (Yasha and NUS Infiltrator set) for people who don't have twitch. Either on Black market or add them to the Airdrops pool, same as how Amazon weapons are obtainable now.​

 
So... I think the latest patch is completely fubar. It has massively increased VRAM use, or is failing in freeing up memory, or something. Basically, I'm getting severe stutters at settings that used to run just fine. It doesn't matter if it's built-in benchmark or manual in-game testing, with or without ray tracing, with or without upscaling, AMD or Nvidia GPUs... everything is messed up. Let me give you some numbers:

Could be one of the other settings, but whatever the defaults are? They suck. They don't work. Look at the 1% lows especially. Even with 24GB of VRAM on the 7900 XTX, 1440p RT-Ultra starts hitching. With 16GB? Both the 4080 Super and 7900 GRE start stuttering.

I'll have to investigate more to see if one of the other settings is to blame. It probably is. The P-core stuff was problematic in the past I know, and this is on a 13900K processor. But right now? I can't really test the game and have it "work right" — meaning, run as well as it did just a couple of months ago.

Resolved by: restarting the game and reloading save file, the messages showed up

Yupp, that helped me in 2023 when first playthrough/stream of PL got stuck due to inability to take the diving suit. The game was some 6-8 hours straight on.
 
If you help alone Trauma team guy in Pacifica you will be locked from getting any wanted level again, even if you directly attack cops, in order to fix this you need to engage in combat with any trauma members around city (i found them on parking lot near columbarium)
 
So, does "outsource testing" mean anything to anyone?

This will typically mean one of two things.

CDPR is outsourcing bug testing to another studio and giving them access to a new branch to test the newest build.

Or

CDPR is outsourcing the entire update to another studio and giving them access to a depot where they can upload their build of the game for themselves to test.

Seeing as they officially took all devs off of the game in April, my bet would be on the second one. Either way, this means it's likely that there is another patch in the works but like @koalahugs said, who knows. Without official word from CDPR, this can mean a number of things.
 
Just in case anyone’s curious, I tested the FSR3 Frame Gen mod for Cyberpunk 2077 with FSR 3.1 (the mod from Nexus Mods) against version 2.13, and it still works damn well. This was my second playthrough after the Phantom Liberty launch, and I was already using the mod for part of it (since Dogtown is laggy as hell and the FPS drops hard there). I removed it for a while, thinking patch 2.13 would give me the same performance without it. But nope, I was wrong—got some serious FPS drops and a slideshow during my first fight with Adam Smasher. For that first fight in this playthrough, I was running the game on "Ray tracing: Medium" in vanilla patch 2.13, and FPS tanked to around 30 during the fight. After that, I dropped the settings down and started testing with and without the mod. Here’s my setup for reference:
  • AMD Ryzen 7 7700X
  • 32 GB RAM (2 x 16 GB DDR5 6000)
  • GeForce RTX 3070
  • 2k monitor (2560x1440 resolution)
It’s a solid gaming PC build IMO, though maybe not top-tier with the GPU these days. Still, the GPU was purchased when CP2077 first came out, before the 4000 series even existed. With this hardware, the vanilla game can barely handle the "Ray tracing: Low" preset.

To compare, I tested vanilla 2.13 during the Adam Smasher fight (which tanks FPS, probably because of all the fast movements and destructible environments). Here's what I got:
  • Vanilla 2.13 with FSR 3.0: around 75 FPS on "Ray tracing: Low"
  • 2.13 + FSR3 Frame Gen for Cyberpunk 2077 with FSR 3.1 mod: around 135-140 FPS on "Ray tracing: Low"
So yeah, combining Nvidia DLSS upscaling with AMD FSR frame generation gives a huge boost—at least on my setup. For Cyberpunk 2077, the mod from Nexus Mods gives about an 80% FPS boost compared to vanilla 2.13 with FSR 3.0, which is way better than the 15% boost that some articles were promising when using DLSS + FSR frame gen in gaming.

I still don’t get why FSR 3.1 wasn’t integrated into the vanilla game, but luckily we still have this working mod that was available even before patch 2.13 brought FSR 3.0 support. And with my setup, there’s still a clear performance headroom to push settings up to around "Ray tracing: Medium" with the mod, something that’s definitely not possible in the vanilla game, as dropping below 70 FPS would already feel very uncomfortable. Big shoutout again to artur07305 from Nexus Mods for making this possible!
 
I played Cyberpunk on patches from 1.5 to 2.11 (didn't test 2.12 and 2.12a), and never had performance issues (there was a slight fps decrease after 2.0, especially in new locations, but it was not that bad - I've completed game with PL twice). But patch 2.13 (on the same settings - 1080p, High preset, DLSS Quality, no RT\PT) made the game almost unplayable, especially if driving the vehicle. Even after update 2.0, I could ride on Jackie's bike across the Night City for a long time, just listening to music, and the FPS always remained stable ( ~75-80 fps avg). After the last patch, as soon as I get on a vehicle and start moving forward, the FPS begins to gradually drop to 35-40 and lower, this happens literally within 30-40 seconds until the fps becomes unplayable. I also got the feeling that DLSS is not working (enabling/disabling it has almost no effect on performance).
I tried different settings (from LOW to HIGH has almost no difference between the settings in fps). The game also stutters when I enter\close any menu (inventory, settings, etc.)
It also feels like loading the saves has become a bit longer (game is on SSD, and I have no problems with other games on it).
