I only have the option of windowed or borderless. I've heard maybe its a windows 7 issue? I am currently on windows 7. GTX 1070 drivers up to date, 16gb ddr4, 512gb samsung 960 pro NVME m.2

Have the same issue as you, no full screen option, then as soon as the game starts CTD flatline and nvidia drivers stopped but recovered.....Its either the d3d 12 DLL's that don't load properly when starting the game OR the new 460 nvidia driver for win 7 doesn't know what to do/render when the .exe is launched and the d3d 12 DLL's did load properly....either way im sure this will be fixed soon, hopefully before Christmas :)

Do you guys have windows DPI scaling turned on? If so that would be the first thing I would look at. Next thing to try would be to just set your windows res to the res you wan't to play the game at. Other factors include multiple monitors etc..

Have the same issue. I only can choose between windowed and borderless window.
I have Win7 (pro, x64) also. I think I read at steam forums that those who have this problem also run Win7.

I have a single 1440p monitor and play with 1440 resolution. When I choose a lower resolution like 1080 I only get a smaller window (see my destkop in background). Normal behaviour from Windows point of view I guess, but no way to play it that way (would like to reduce resolution since I have an older PC setup, but with no full screen option I can't).
