Early on someone posted that they had a reply from CDPR support that it was intended. However, early on lots of people were not explaining very well, making the wrong assumptions about what the problem was and jumping to conclusions. The wrong conclusions being that it was because they had chosen no genitals in character creation, had switched the nudity censor on or lived in Japan/Australia.
Much later, once it was well established what the problem was and this topic as well as the steam one were 10-20 pages long, came the other report where a CDPR tech support rep said they were aware of it, it was a bug and they were actively looking in to it. I'm inclined to believe the 2nd one more, not just because it was clear by that point what the problem was, but because its much easier for a tech support person to say "no I don't need to look in to this one" than "yes, its a problem and I will be looking in to it".
As it's just the lower body that is censored and that's the bit they get shitty about in Japan, it could be a bug with the regional censor mode incorrectly applying.
Also the feature list of the next patch 1.05 lists "texture fixes".
Both pants / undergarments and the bra are models, not textures. When the 'Nudity Censor' option is set to on, a black texture will censor both boobs and genitals underneath the underwear. The skin texture is not changed with 'Nudity Censor' set to off. Your character will most likely be wearing pants / undergarments and maybe a bra. (My character is braless in first-person)
Unfortunately US censorship affects games and also movies from a very long time. Game was released "uncensored" but when the main character was fully undressed genitals weren't shown, everyone thinks that this only was a glitch but i think the first version of the game just haven't the underpants added how it was intended to be, then they patched them into the game. The glitch is when full nudity is shown, the proof is that underpants actually doesn't cover anything because devs have made characters like dolls.

Any regional censorship would affect the inventory page as well. Applying the "Nudity Censor" also applies underwear in the inventory screen.

The workaround doesn't work. I don't support censorship (or being lied to) in a game that features nudity. I'm just gonna vote with my wallet and refund it. If this truly bothers you, do the same. Revisit it later when it's on sale for $20 and see if they fixed it. I'm not a perv, not looking to get my jollies on some digital T&A. I just don't support censorship in an M rated game. I'm an adult and you basically treat me like a 10yo when you make the decision for me on what I can and can not see. Thanks but no thanks.
Besides which, I don't run around town naked or anything, I just don't want my sex scenes, or sad shower scenes to stand out because I'm wearing poorly textured undies (which I can't even change to other types of undies)

Only CD Project Red knows how the game is supposed to work, and they really need to give an official statement to this issue!
Based on my findings and what we were promised I expect full nudity to work! The game has a "Nudity Censor" option that you can toggle. They have already implemented the needed tools for censoring the game in countries that are strict with nudity or for people who just dont want it.
Why make it an option. Why build such system if full nudity wasn't a thing? Why is my character fully nude in the inventory? Why have they made genitals if they're just going to censor them anyways?
The rating it has where I live allows for full nudity. I don't know about the US but as the game is Polish I seriously doubt they'll censor it worldwide. It makes no sense considering the "Nudity Censor" option the game already have.
Things I've seen regarding this one -
Upon first waking up in the shower I could see trunks when I looked down, but they were missing in the mirror. After that, the trunks were always present both in first person and in the mirror. V is completely nude in the inventory screen at all times. Female V is topless when "nude" but not actually nude, except in the inventory screen, after the shower wake-up scene.
One way I know is to spam click lower body clothing on and off. As the panties are models and not just textures, they'll be removed when wearing pants.
I dont know if male genitals will be visible or not though.
If you're lucky your character will be fully nude in first-person. If you're unlucky, your character may put on another set of pants.

None of the views are the same. They are all three separate characters that reads the applied clothing data differently...
And yes! If I open the invetory again, it still shows two pair of pants.
For me they're fully visible. I've seen some people say they aren't.
What you need to do is have at least 2 pairs of pants in your inventory equip one, then for that half a second that your character is nude in between swapping, close out of the menu quickly.
Or keep swapping pants until it glitches with you showing nothing in the inventory even though you're wearing pants, then close out. The first method works for mirrors, photo mode and looking down. I've read some people say that the second method doesn't work for photo mode.
If you have a vagina, you can zoom in with photo mode and see that the vagina wasn't textured all that well (looks like a medium resolution)
Also this game should really allow pube grooming whenever you want, and different styles of vaginas. What if someone really likes Arby's?
@Draconifors , please let us know if this bug is on CDPR radar and if it really is a bug. No one said anything about this until now, and it's clearly bothering a lot of people, we just want some response.
