I also have this issue as well. My game constantly runs at 80+% and constantly at 100% CPU utilization. Currently on a i5-9600k RTX 3080 and 16b ram. No matter what presets i change the CPU utilization doesn't seem to change.
Cyberpunk 2077 locking to 20 FPS on 2080 Ti
I have the Gog version of Cyberpunk 2077, updated to 1.03.
Anything I try the game runs at 17-21 FPS, no matter what I change, resolution, graphics settings. Nothing will make it run more than 20 FPS. I have the graphics set to Low and res at 720p and it runs at 20 FPS on a 2080 Ti is not normal.
Nvidia driver 460.79. Tried clean install, tried an older driver. Tried Performance mode. Tried no DPI.
I have 1 display (Samsung 4k TV) connected with HDMI cable.
CPU is Ryzen 2600X, RAM is 16GB Gskill 3200MHz.
Other games run fine, 3DMark benchmark scores are normal.

So, I have a question, why I cant play EVEN on low settings with stable 30 fps, for example after prologue fps drops below 30 in the open world on everything low settings. But I see that my pc is for high settings, I understand that its for 30 fps high preset.
When I saw this requirments I decided to buy your game immediately, because I believed that I can play with stable 30 fps on high, but what I see.. I am very disappointed and hope that very soon it will be fixed. I don’t want to do refund, because I believe in CD Project, but its very sad situation. I know that there are a lot of players with same systems and problems, not everyone have nowadays new RTX cards and I9 and etc.
- Core i7-4790 or Ryzen 3 3200G
- GTX 1060 6GB, GTX 1660 Super (or R9 Fury)
- 12GB RAM
- 6GB VRAM
- 70GB SSD storage
- Windows 10 64-bit

There is a option like that in settings, are you sure that is turned off ?
Same Issue with 5900x and 3090 here. In Steam-Forums there are many more People with this Problem.
What i I´ve done till now:
-Delete all GPU Drivers with DDU
-Install the newest Driver(also tried install the previous Driver)
-Update BIOS (tested Versions 2502 an 3003)
-Turn DOCP on/off (RAM)
-Start the game with adminastrator rights
-Use multiple Monitors (16:9 1920x1080 and a 21:9 3440x1440)
-Update Chipset-Driver
-Re-install the game on different Drives
I only have 35fps on low, middle, high with RTX on/off and DLSS on/off, all resolutions
My System: 5900x, GTX 3090 Gaming Trio x, 32gb RAM Gskil CL16(B-Dies), Asus ROG Crosshair Hero VII (WI-FI), be quiet straight Power 1000W, WD SN850 1TB (PCIe 4.0) and 970 evo 1TB (PCIe 3.0)
