This one may not be a bug, but the fact that there is a missable perk shard in Dog Town is a serious design flaw. It is a role playing game after all, and as such the game is centred around building your character. Allowing a player to simply walk past a forever missable shard that makes your character eternally weaker than it could be defeats the premise the game is built upon and a surprising mistake given the developer experience in this type of games.
The outcome of such a naive design decision is that players a forced to play while browsing about the game in parallel, as opposed to comfortably taste the game as it goes. Disappointing, for such a great franchise.
