In this most recent update (plus the one previously), 'look at camera' wasn't available for V on many poses, though still for NPCs. Come to find out it might actually be tied to certain clothing pieces and such blocking it.
I used an old save and even tried it on a new save. Same issue showed up. Reinstalled the game and it still happened. Below are two photos I took to show what I mean:
