High end PC is always going to have the edge; you are not going to get 60fps with ultra detail on a console like someone with a decent PC will. This game reaches a level of immersiveness and atmosphere on the PC that's simply astounding. It's a leap forward for what virtual worlds can deliver. You do not get that with the PS4 version. Not even close.
That said, there should always be an expectation of a solid, stable, and playable framerate. Right now, the PS4 version of the game really doesn't meet that. I would say the biggest issue that should be addressed ASAP is the framerate in combat. You should never have situations in which you take damage and get frustrated because the framerate is dipping to the point that you can't see/respond to things in a timely fashion, and I've absolutely had that experience on the PS4.
