Hi! I got Cyberpunk 2077 PS5 (Ultimate Edition) with a Phantom Liberty DLC voucher code. I tried to redeem Phantom Liberty with the playstation code and noticed a message saying your cart is empty.
Now I want to try again and redeem that voucher it is saying it has already been used.
Playstation support wasn't that helpful. whom should I contact regarding this issue?

Difficult, as it's pretty much a playstation store issue.
You could try to reach out to the shop you got it from.

Keep in mind though that playstation codes are usually region bound (no matter what game).
You need a code for the region of your playstation account.

Hi, just to be sure, the code is for Cyberpunk 2077 Ultimate Edition or Phantom Liberty only? Because Phantom Liberty is already included into the Ultimate Edition.
And yeah, as @devivre said, for issue on Playstation Store, you have to ask help to Playstation

I've encountered the same issue.

I'm living in Denmark, but my PSN account is french. I bought Cyberpunk 2077 Ultimate Edition from an official retailers here. I redeemed the code and I can see that I received Phantom Liberty, but I cannot download the DLC and the DLC is showing as not owned on the Playstation store.

Unfortunately in Denmark, the store is selling the UK/PL version of the game, but it's still the same region as France (Europe).

I've seen multiple people complaining about the same issue, I contacted the Playstation Support and they asked me to contact CDPR support but there's no email available or way to send directly a ticket to the support

Hi,
So you are able to install the base game but not the expansion Phantom Liberty?
If yes, it's strange, the Ultimate Edition is a "bundle" which should intheory, include everything

I guess you checked here about the region :

A bit strange that Playstation support ask you to contact CDPR, because I think it's clearly something related to their store, which is not up to CDPR to care about...
Anyway, let's hope CDPR will be able to help you unlike Playstation

It certainly sounds as if it would be a Playstation store issue, as the codes for the game would only associate with their platform. You can certainly send it in to CDPR Support, however. Someone there (if they can't outright fix it) may be able to point you in the right direction.

Have you double checked so the phantom liberty add-on just wasn’t automatically installed?

If you press option button while hovering over cyberpunk 2077 you can access manage game content. Is that tab completely empty for you?
