Please Help Graphics Issues

So I have been trying for literally weeks now to get the Witcher 2 to run smoothly on my PC and I am having so many issues...
The main issue is the game loves to stutter....Even when I turn down all of the graphics..Now I know what you are thinking...Maybe my video card is crapping out or something....Not the case...No other game I have right now does it even on max...
My setup is ...
AMD Phenom II X4 965 black edition....
8 Gigs of ddr 3 Kingston Hyper X ram
Asus Radeon 5850 with GDDR5 1gig top edition
850w Corsair PSU
Asus M4A78T-E mobo
I would think that I should be fine to run the game on even medium with uber bla bla disabled but no....The game is constantly giving me issues....
Can anyone out there point me in the right direction?

I should also point out that I have an Asus LCD 23" monitor with a native resolution of 1920x1080 and in full 1080p.

I also get this strange boxy tiling that happens with shadows or lighting...

Not even close. Its just shadow issues....Its like blocky on the characters faces at times...Can you not see my pic in the link above?? I tested it and I was able to see the pic....

I think the problem for you can be solved by disabling AA if your want to keep using Ssao, if not, try disabling ssao and enebling AA (thoug I preffer the other way around)(or try and disable both if still have lag), also try and disable the sactter DOf, that have a really high impact in performance during cutscenes,and for me, It looks better without It.
