Please help I'am losing hope :(

Guys this game is giving me a bunch of headaches, one moment I have 60 fps the other it drops down to 7-12 and stays down there .. these fps drops are making the game unplayable and they are random.. My pc is very good and able to run this game on ultra (without ubersampling) am sure of it but I can't find the reason for these fps drops, here's my rig:
-GTX 680
-i5 3570k
-8GB RAM 1600 Mhz
-win 7 64 bit

Things I tried already:
-reinstalling the game and my drivers (I have the BF4 latest drivers)
-removing 3D vision driver
-setting my game graphics to low with everything turned off
-using The Witcher 2 tweaker from Nexusmods
-changing memory budget in user.ini file to 1000+
-overclocked my gpu and cpu to the limits
-I even went and downloaded another version of the game to try (I'm no pirate and I bought the game from GOG)

I did everything without any results :( I started to lose hope on this, and no my hardware is not faulty I run BF4, SS black list, rift online all maxed out without any problems.

last year I played The witcher 2 non enhanced edition just fine but I could not complete it because of university , maybe the enhanced edition is broken or something?

^^
some games don't tolerate overclocking. perhaps try not overclocking? this come from my personal experience as i did some overclocking before.

I agree with the overclocking thing archaven said. Different game engines have different renderers that use your hardware and drivers in different ways. BF4 runs on its own game engine, Splinter Cell uses a different engine and Rift uses a different engine. Just because one game looks "as pretty" as another in your mind doesn't mean they are going to run with the same performance all the time in all situations.

I'd say start by completely disabling any overclocking utilities you have for your graphics card. I would even uninstall them. For instance, if you are using something like evga precision or msi afterburner, just completely remove them.

The fact that the frames drop down and STAY low is also a strange thing. Do you by any chance play the game with a controller or with keyboard and mouse?

ONE of the things I tried to get rid of fps drops is overclocking .. that means the problem was still there Befor I overclock , I hope it's clear now and thanks for your replay

Just because you can run other games without difficulty doesn't mean you can run this one without difficulty and doesn't mean your hardware is without fault. The only other game out there that's comparable to this one, in the way it runs your GPU like a tipsy troika driver, is Metro 2033.

Sudden drops in frame rate that aren't related to area loading are often due to GPU thermal protection. Monitor GPU temperature while you are running, if you have not already done so. MSI Afterburner is useful for this. Note the temperature before and immediately after any slowdown events.

I am pretty sure I can run this game on ultra with everything maxed out without ubersmapling and keep 60 fps most of the time, I stated above that I can run the Witcher 2 non enhanced edition without any problems , My temp while playing the witcher 2 EE are around 65-77 around which is fine because my card has reference cooler.

I can't find an answer anywhere to this problem, am gonna install The witcher 2 non enhanced and play that , whatever they did in enhanced edition screwed the game

Some things that come to mind are a full or fragmented disc . How much free space is on the drive and when was it last defragged ?

An active antivirus program with realtime scanning may be scanning the disc while you are playing the game . Try making an exception in your av program for the witcher 2 .

In the Nvidia control panel make sure that everything possible is set to application controlled and that nothing is being forced on .

When you say that it happens "randomly" it more than likely means something is accessing the disc . Try closing all unnecessary programs .

I have around 450 Gb free on the drive the game in, I tried defragmenting the game files but not the whole drive.
I use an SSD for my C: (Windows) drive and I did try to shove on the SSD too XD same result :(
now I am gonna reinstall it set all graphics to low and close all background programs including my anti-virus
and will post bhere if it's solved, Thank you.

These are my configurator settings . You may try those if you wish . I run a GTX560 Ti and get around mid 40`s for FPS , I do get some slow downs but nothing like you`re describing .

Are you using more than 1 monitor ?

I am using one 1080p monitor , anyways after playing for an hour with all background programs closed I was having
60-58 FPS all of the time without any sudden drops :D , so one of these 4 programs was causing it:
-Demon tools
-Microsoft security essential
-Nvidia control panel
-Raptr

and I think it's be Raptr , Thank you Tommy I freakin love you man XD , never came to my mind that Rapt would be causing this ..
