Please help: Legendary Techie Vest

Like I image many people are, I'm trying to complete the legendary techie outfit for my current character. But nobody seems to know where the vest is located. Anyone come across this thing yet?

Also, this is probably not the best time to go legendary hunting anyway.
If you're unaware, patch 1.1 changed the way the game generates items, and taking away the re-roll option.
