possible BUG Gwent cards cant be bought or earned

I need only 1 Torrential rain and 1 sunny weather from random winnings.
But merchants not giving out cards anymore.
from Nilfgard deck im missing 1 Albrich too which cant be bought anywhere.
i searched all locations and found answer on the internet: From a trader in Crow's Perch
No more cards at the traders, I tried the 2 BS, Quartermaster and the Trader. no cards.

Am i overlooked something or is it a bug?

There's no 3rd Rain/Weather card. There is no 2nd Albrich card.

You're likely missing another card for the Collect em All achievement. Zoltan most likely.
