It's sinze update 1.05, i had allready 50h playtime on 1.04, its also in fresh games and old gamefiles, i have never overclocked around on my laptop. It's a gamerlaptop intel i7 2.50 GHz, 16gb ram, nevida geforce gtx 980m.

I can honestly say when I started playing fresh with patch 1.04 I didn't have either of those problems, and even with patch 1.05 the barber guy is still working at least
The internet is flooded with this issue mate. It IS real, just google search it and you will see. Its happening both on consoles AND PC...
I am playing fresh with Patch 1.05 and am 60 hours into the game.
CANT create Mutagen after Patch 1.05. I >( I have 10 but game sayes i have only 2
The pop-in has gotten worse from patch 1.04 to 1.05, noticeably with NPCs. Watching Priscilla sing her song was an absolute pain with hair and small details popping in on NPCs. Now combine that with the frequent pauses the music has in it for God knows what reason and the scene pretty much lost all emotional impact for my second playthrough. Very disappointing.
What really bugs me beyond anything is just the pop in. It's so bad for NPCs it's ridiculous. If you can see the unfinished rendering of the face of an NPC from about 1-2 meters away, you have a big problem.
There's also just generally strange pop-in for buildings in Novigrad. At the Place of Power where the huge Church of the Eternal Fire gathering is, one building literally pops in and out from the stairs of the Church building. It's the oddest thing I've seen so far.
So my main things that need to be fixed for 1.06:
Pop in
Alchemy crafting
Stutter while moving around the world

Are you sure thats not just a unoptimised graphics driver causing that or a fragmented HDD? The only time I seem to get stutter now I've modded the crap out of a bunch of files is in the cases where stuff still pops in close to the player.
On another 1.05 patch bug note, I found another one.
- "The Bastion" quest is bugged after burning the bones the quest does not complete.
