No, you will have to qualify each season, by either achieving rank 21 or having played at least 10 games in the pro-ladder and not be in the lowest 10%.

When i will be able to play in the Pro Ladder tournment? it's enough be at rank 20-21 or i must bein the best 400?

Only 2 guys are Rank 21 at the moment in the current season :/

You will need to reach rank 21 in order to unlock the pro-ladder. However, once you have access to the pro-ladder, you'll only need to play 10 games and not be part of the lowest 10% to qualify for next season.

Where could i see this?

The in-game leader board shows the top players with their MMR. From that, you can distill their rank.
