They do not appear on your map or not at all, even in-game?
If it's on your map, check if NCPD scanner hustles aren't hidden (you can hise/show pretty muh any map icons).
If it's in-game, try to clear the cache in case :

To clear the cache, check the link I posted previously.
But I'm a bit confused, you're talking about NCPD Scanner Hustles, the little events with blue NCPD icons all around the map or the contracts/GIGs/jobs that fixers (Regina/Wakako/Padre/Hands/El Capitan/Dino) give you?
I'm talking about both, sorry, I'm from Spain and I don't know so much English, sorry if i didn't express well

I've tried to clean the cache, but it is still not working, something i haven't said is that only happens in one account. Oh, and i cant see the tarot cards too.

For tarrot cards, you have to talked to Takemura at Tom's Dinner ay the beginning of Act 2 (after the Heist).

I have the same problem I also finished the game like three times. Now I don't have any extra missions but before finishing game for the third time I had a lot of to choose. I also cannot shoot from my gun, I cannot make a double jump. I don't see any cyber psychosis, ncpd. I also don't see most of NPCs.
Have you tried deleting the save file(s) before starting a new playthrough? Could be something broke internally during one of your previous playthroughs.
