Have you tried deleting the save file(s) before starting a new playthrough? Could be something broke internally during one of your previous playthroughs.I have the same problem I also finished the game like three times. Now I don't have any extra missions but before finishing game for the third time I had a lot of to choose. I also cannot shoot from my gun, I cannot make a double jump. I don't see any cyber psychosis, ncpd. I also don't see most of NPCs.
