is there any way to have the most stable frame rate possible? (PS4 pro)

-Post processing setting off
-1080p instead of 4k
-Hdr off

do these settings have a real impact on the frame rate?
 
I doubt HDR has a significant impact. Running a lower resolution however should have a strong impact (perhaps even double the frame rate) and turning the processing off also increases the frame rate a bit. It should be more stable with these settings but I guess there might still be some ups and downs in certain regions.

According to the above:

On consoles, HDR has been essentially a free upgrade, with no performance impacts we’ve heard of.

Also, enabling Supersampling Mode does hurt the performance a bit at some instances, but makes the game looks nicer on a 1080p TV/Monitor. :)

Also you can use "Game Mode" or sometimes also called "Computer Mode", which generally enables faster frame rates as it bypasses a lot of the processing we don’t want.

If you don't use "Game mode"...turn off any kind of interpolation, image/picture processing, or other things that claim to “improve” the image quality.
