Push it to the Limit not spawning

I've started another playthrough after Update 2.3 dropped, and I've already met Reed, Alex, and did the Black Sapphire recon mission, but El Capitan's Push it to the Limit gig to kickstart the car theft gigs is NOT spawning ANYWHERE in Dogtown. I've been playing for days, driving around Dogtown aimlessly, dashing around aimlessly, but it does NOT spawn! Anyone else having this issue? I already took V to sleep, restarted the game, etc. etc. etc. NOTHING WORKS.

I'm on console, BTW.

You mean the "annoying blinking" little driving wheel doesn't shows up around you in dogtown?
I didn't start a new playthrough in 2.3, so I can't say, but at least you can try to clear the cache just in case :
Playstation :

1. Power down your console. Do not enter Rest Mode.
2. Wait for the lights on your PlayStation to turn off completely and unplug the power cable.
3. Wait minimum 2 minutes.
4. Plug the power cable back into PlayStation and turn the console on.

Xbox :

Unplugging method, works on any Xbox:
1. Power down your Xbox using the Xbox controller or the Power Off button on your Xbox
2. Unplug the power cable from the back of your Xbox
3. Wait at least two minutes
4. Plug the cable back into your Xbox
5. Turn your Xbox back on

Software method, works only on Xbox Series X:
1. Press the glowing Xbox button on your controller
2. Scroll right to Profile & system
3. Select Settings with the A button
4. Select Devices & Connections > Blu-ray > Persistent Storage
5. Select Clear Persistent Storage

If it doesn't work, not much you can do unfortunately, except directly send a ticket to the support ("contact us" button)
