During the beginning of "I fought the law" after viewing the BD video, after talking to Jefferson, the task "Talk to Jefferson" remains and you are unable to call the detective (The romance option) and continue with this sidequest. I disregarded this for awhile and my latest save is MUCH further than this point. I reversed youtube guides on this quest and was able to find the location where you need to talk to Jefferson, and the hovercraft is sitting on the ground, no Jefferson.
