Question About Iconic Crafting Specs

So, I have the Malorian Arms 3516 and the Aldecaldos Rally Jacket, but I haven't recieved their respective crafting specs. Is this a bug or do they become unlocked once I raise my crafting level high enough?

There is 1 crafting perk that should give some recipes. Not all iconics can be tiered up.

Can The Malorian and Jacket be tiered up? Those are the main ones I'm worried about.
