Question about The Witcher development. Was the chapter format always planned?

I'm curious if the devs had the chapter format planned from the beginning, or if there was ever a point during developement where they were going to allow Geralt to travel back to any previous place in the game that the player wanted. Can anyone point me to a developer interview or article that might answer that question?
