Also, the rot tosser have been my top unit a few times, but I never get it when summoning. Is this unit considered a spying unit because it spawns a spying unit (the cow)?

To be more accurate, the cards shown in your deck are ordered based on their power, from lowest to highest and since rot tosser is a 2, this is why it's shown first most of the time.
