I have 340 hours on a Street Kid V and 82 hours on a Nomad V, and I have seen ONE of these Rally Bolero Jackets drop in all that time.
The one I had drop was the Midori Tora (the Tyger Claws version) and it dropped in Watson from a guy who was NOT a Tyger Claw. I think it was a Maelstrom.
I'm curious if anyone else has seen these drop anywhere at all, and if you know who or where that would be terrific.

EDIT: Just to head this off: Yes, I know I can use a mod to give myself any item I want. I'm interested in people's experience with the distribution of clothing items in the game.
